Reappropriates balances from Act 243 of 2013 to the State Military Department from the General Improvement Fund, effective July 1, 2014.

Allocates $192,795 for construction, major maintenance, repairs, and asphalt paving at National Guard Armories in Warren, Mountain Home, West Memphis, and an Aviation Armory at Camp Robinson.

Allocates $378 for rehabilitation of National Guard Armories throughout the state to ensure combat and emergency readiness.

Allocates $123,632 for critically needed maintenance of National Guard Armories statewide.

Requires compliance with state purchasing and budgeting laws, permits use of grants, federal funds, and unobligated cash income to supplement appropriations, and declares emergency effective date of July 1, 2014.
