Reappropriates capital improvement appropriation balances for the Department of Education and its divisions, effective July 1, 2014, from various 2013 acts for purposes including school recognition awards, facility improvements, and educational programs.

Allocates $10,000,000 for Arkansas School Recognition Program financial awards to public schools and $25,000,000 for the Educational Facilities Partnership Fund Account.

Provides funding for specialized programs including breakfast nutrition pilot programs ($1,000,000), Advanced Placement Training and Incentive Program ($900,000), and Compressed Natural Gas school bus pilot program ($5,000,000).

Appropriates $2,790,787 from the Educational Buildings Maintenance Fund for renovation and repairs to the Department of Education Capitol Complex facilities.

Includes disbursement controls requiring compliance with State Purchasing Law and fiscal control regulations, and declares an emergency effective date of July 1, 2014.
