AR HB1009

Reappropriates $10,857 from Act 953 of 2013 to the Department of Rural Services for county library grants covering acquisition, construction, improvements, equipment, and renovation of library services, effective July 1, 2014.

Requires compliance with State Treasury fund availability and prohibits using funds in excess of actual available funds, except when supplemented by grants, donations, or Federal funds.

Prohibits using the reappropriated funds or existing Maintenance and General Operations appropriations for any purposes other than those specified in this act.

Mandates strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency clause making the act effective July 1, 2014, citing constitutional restrictions on fund appropriations and the need for immediate implementation to ensure continued agency operations.
