Reappropriates unspent capital improvement funds to the Arkansas Commission on Law Enforcement Standards and Training (ALETA) effective July 1, 2014, totaling $3,065,000 from previous fiscal years.

Allocates funds for specific projects including $120,000 for general maintenance and repairs, $500,000 for various improvements, $525,000 for East Camden North Dormitory maintenance, and $1,600,000 for firing range construction and equipment.

Includes funding for equipment purchases: $85,000 for heat and air units, $55,000 for kitchen and fitness equipment, and $70,000 for a MILO Computerized Shooting Simulator Training System.

Authorizes ALETA to supplement state funds with grants, donations, federal funds, and unobligated cash income to complete projects.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other fiscal control laws in disbursement of funds.
