Reappropriates capital improvement fund balances to the Department of Parks and Tourism - Arkansas History Commission for three projects effective July 1, 2014: Black History Commission support ($2,075), Curtis H. Sykes Memorial Grant Program ($100,000), and Archival Shelving personal services and equipment ($350,000).

Reappropriates $43,122 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for grants related to acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects.

Restricts contract awards and obligations to available State Treasury funds, while permitting agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires all fund disbursements to comply with applicable State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2014, citing the constitutional prohibition on multi-year appropriations and the essential nature of timely funding for agency operations.
