Reappropriates unspent balances from Act 1382 of 2013 to the Department of Education's Educational Television Division, effective July 1, 2014.

Allocates $99,904 for planning and implementing an AETN satellite broadcasting site in Northwest Arkansas, including equipment, maintenance, and operating expenses.

Allocates $89,191 for costs associated with implementing the AETN satellite broadcasting site in Northwest Arkansas for use by the University of Arkansas and AETN.

Allocates $26,971 for general network maintenance to secure the state's technology investment and provide state matching funds for federal grants.

Prohibits spending in excess of available State Treasury funds and requires compliance with all applicable state fiscal control laws and purchasing procedures.
