Reappropriates remaining balances from Act 245 of 2013 capital improvement appropriations to four Arkansas higher education institutions, effective July 1, 2014

Allocates $25,000 to Cossatot Community College for construction, land acquisition, renovation, maintenance, technology upgrades, furnishing, equipment and library resources

Allocates $81,517 total to North Arkansas College: $17,249 for Northark Agriculture and Rodeo Program operations and equipment; $61,428 for construction and renovation of academic classrooms and STEM facilities; $2,840 for Berryville campus improvements

Allocates $51,384 to Ozarka College for operations, construction, renovations, and capital improvement costs

Allocates $82,978 to Phillips Community College for operation of an incubator project
