Reappropriates $80,000 in cash funds effective July 1, 2014 from Act 273 of 2013 for Allied Health facility construction, parking, equipment, and furnishings costs.

Reappropriates $7,842,266 total from the General Improvement Fund effective July 1, 2014 from multiple prior appropriations (Acts 181, 37, 273, and 641 of 2013) for construction, renovation, equipment, and facility improvements.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires compliance with all applicable state purchasing, accounting, budgetary, and fiscal control laws unless specifically exempted by law.

Declares an emergency effective July 1, 2014, stating the reappropriations are essential to agency operations and compliance with the one-year appropriation limit in the Arkansas Constitution.
