HB 1027 - Department of Higher Education Reappropriation

• Reappropriates $300,000 effective July 1, 2014 for relocation of Department of Higher Education offices, including maintenance, renovation, equipment, construction, and operational expenses.

• Reappropriates $15,000,000 effective July 1, 2014 for maintenance, renovation, equipment, construction, acquisition, improvement, upgrade, and repair of real property and facilities at higher education institutions.

• Reappropriates $185,000 effective July 1, 2014 for scholarships at Historically Black Colleges and Universities and outreach programs to promote awareness of such scholarships.

• Reappropriates $122,628 and $3,050,209 effective July 1, 2014 from the Higher Education Projects Development Fund for development of projects at state institutions of higher education and payment of bond issuance costs for the Arkansas College Savings General Obligation Bonds Program.

• Requires compliance with state purchasing and fiscal control laws; allows institutions to supplement state funds with grants, donations, and federal funds; and declares an emergency effective date of July 1, 2014.
