Appropriates $285,618 to the State Board of Barber Examiners for the fiscal year ending June 30, 2015, including regular salaries, extra help, and operating expenses.

Establishes maximum of 4 regular employees: Board of Barber Exam Secretary (Grade C123), Board of Barber Exam Inspector (Grade C114), Administrative Specialist III (Grade C112), and Administrative Specialist I (Grade C106).

Authorizes up to 1 temporary or part-time employee ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Requires the agency to request legal services from the Attorney General before hiring private legal counsel; the Attorney General may authorize private counsel only if insufficient personnel are available and provides written certification.

Declares an emergency effective July 1, 2014, to ensure immediate operation of the agency and compliance with the constitutional requirement that appropriations cover only a one-year period.
