Establishes 7 regular full-time employee positions for the War Memorial Stadium Commission for fiscal year 2014-2015, including an Executive Director, Assistant Manager, Agency Fiscal Manager, Marketing/Event Manager, Office Manager, Fiscal Support Analyst, and Custodian.

Authorizes up to 150 part-time or temporary employees ("Extra Help") to be employed when needed at rates established by the Uniform Classification and Compensation Act.

Appropriates $892,676 from the Miscellaneous Agencies Fund Account for State Operations, covering regular salaries ($338,370), extra help ($40,000), personal services matching ($107,205), overtime ($1,500), and maintenance and general operations ($405,601).

Appropriates $5,957,087 from cash funds for Cash Operations, including salaries, extra help, overtime, maintenance, resale and game expenses ($1,025,000), refunds/reimbursements ($130,000), and debt service ($4,000,000).

Prohibits use of appropriated funds for real estate acquisition without prior review and approval by the Arkansas Legislative Council or Joint Budget Committee, and declares an emergency effective date of July 1, 2014.
