Appropriates $1,217,923 total for the Board's operations, including $440,181 in regular salaries, $147,936 in personal services matching, and $270,662 in operational expenses.

Requires the Board to request legal services from the Attorney General before hiring private counsel; the Attorney General may authorize private counsel only if written certification determines insufficient personnel are available.

Mandates compliance with state procurement law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of appropriated funds.
