Establishes maximum of 10 regular employees for the Arkansas State Claims Commission for fiscal year 2014-2015, including 5 claims commissioners, 1 director, 1 administrative analyst, and 3 administrative specialists II.

Appropriates $590,442 from the State Central Services Fund for the Commission's personal services and operating expenses, including $356,910 for regular salaries and $138,142 for personal services matching.

Appropriates $1,750,000 from the Miscellaneous Revolving Fund for payment of claims awarded to surviving spouses and dependent children of deceased policemen, firemen, and correctional officers killed in the line of duty, and for small controversial and non-controversial claim awards.

Prohibits the Clerk of the State Claims Commission from distributing warrants for employment compensation claims, requiring the affected state agency to process awards through the State Mechanized Payroll System instead.

Declares an emergency effective July 1, 2014, stating that appropriations are essential to agency operations and limited to a one-year period per Arkansas Constitution.
