Appropriates $20,018 to the Arkansas State Board of Registration of Foresters for fiscal year 2014-2015, comprised of: $12,000 for extra help, $918 for personal services matching, and $7,100 for operating expenses.

Authorizes employment of up to two (2) temporary or part-time employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Requires the agency to request legal services from the Arkansas Attorney General before expending appropriated funds on attorneys, with written certification required for each instance of special counsel employment or annually for retainer-based counsel.

Directs all fund disbursements to comply with state procurement, accounting, budgetary procedures, revenue stabilization, salary procedures, and other applicable fiscal control laws.

Declares the act effective July 1, 2014, as an emergency measure necessary for the agency's continued operation.
