Appropriates $751,491 from the Motor Vehicle Commission Fund for the Arkansas Motor Vehicle Commission for fiscal year 2014-2015, including $306,946 for regular salaries and $100,848 for personal services matching.

Establishes a maximum of 7 regular employees including 1 Motor Vehicle Commission Director, 1 Fiscal Support Supervisor, 1 Motor Vehicle License Supervisor, 2 Motor Vehicle Investigators, 1 Licensing Coordinator, and 1 Administrative Specialist III.

Allocates $17,500 annually of operating expenses to consumer protection efforts, with the commission required to submit quarterly written reports to the Arkansas Legislative Council on consumer protection activities.

Appropriates $150,000 for motor vehicle education and training grants and $193,697 for maintenance, general operations, conferences, travel, and professional fees.

Takes effect July 1, 2014 and includes an emergency clause declaring the appropriation essential to agency operations.
