Establishes maximum of 62 regular employees for the Arkansas Development Finance Authority for fiscal year 2014-2015, with the Executive Director salary set at $141,770 and other positions assigned to salary grades C112-N908.

Authorizes up to 5 part-time or temporary "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $48,572,989 total for operations including $3,591,634 in regular salaries, $1,093,155 in personal services matching, $825,458 in operating expenses, and major funding for housing programs ($6,600,000 housing rental assistance, $16,341,215 HUD HOME Program, $19,600,000 federal housing programs).

Appropriates $49,000 for the Arkansas Housing Trust Fund Advisory Committee operating expenses for fiscal year 2014-2015.

Effective July 1, 2014, with funding disbursements subject to compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable state fiscal control laws.
