Appropriates $4,183,515 to the Arkansas Court of Appeals for the fiscal year ending June 30, 2015, payable from the State Central Services Fund.

Establishes a maximum of 49 regular employees for the Court of Appeals, including positions such as Chief Staff Attorney, Deputy Chief Staff Attorney, 24 Law Clerks, and various administrative staff with specified salary grades.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Allocates $60,000 for mileage reimbursement to judges whose official residence is outside Pulaski County, limited to three round trips per week at state travel rates.

Declares an emergency effective date of July 1, 2014, to ensure continuation of essential court operations and compliance with state constitutional requirements for annual appropriations.
