Establishes maximum of 5 regular employees for the State Board of Licensure for Professional Engineers and Professional Surveyors for fiscal year 2014-2015, including an Executive Director, Professional Engineer, Assistant Executive Director, and two Administrative Specialists III.

Authorizes one (1) temporary or part-time employee ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $625,741 total for the fiscal year ending June 30, 2015, consisting of: $252,165 in regular salaries, $12,000 for extra help, $80,144 for personal services matching, $259,461 for operating expenses, $10,227 for conferences and travel, and $11,744 for professional fees.

Requires the agency to request legal services from the Attorney General's Office first; the Attorney General may authorize private legal counsel only if it certifies insufficient personnel are available and consents in writing.

Declares an emergency effective July 1, 2014 to ensure the agency's immediate operations and states funds must comply with state procurement law, accounting procedures, and budget restrictions.
