Establishes a maximum of 75 regular employees for the Arkansas Crime Information Center for fiscal year 2014-2015, with the ACIC Director earning $106,788 and remaining positions assigned to salary grades C109 through C126.

Appropriates $7,995,584 from the Crime Information System Fund for the ACIC Operations program, including $2,676,442 in regular salaries, $987,374 in personal services matching, and $1,201,035 for data processing.

Appropriates $176,700 in federal funds for the Criminal History Improvement Program, $60,000 for Systems Conference, $150,000 for Sex/Child Offender Registration Program, and $394,867 for the Arkansas Real-Time Electronic Logbook program.

Appropriates $92,149 for the SAVIN Program (federal), $62,834 for the SMART-Adam Walsh Act Grant (federal), and $125,000 for the Arkansas Real-Time Scrap Metal Logbook program.

Authorizes the Director of ACIC to use a $500,000 contingency appropriation for additional needs, subject to approval by the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee; effective date July 1, 2014.
