Appropriates $1,200,000 to the Arkansas Corn and Grain Sorghum Promotion Board from the Promotion Board Fund for fiscal year ending June 30, 2015

Allocates $25,000 for operating expenses and $1,175,000 for research and development activities

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and other fiscal control regulations

Establishes that funds must be used in accordance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes

Makes the act effective July 1, 2014 under emergency clause authority due to constitutional restrictions on multi-year appropriations
