Establishes maximum of 130 regular employees for Rich Mountain Community College for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 80 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,607,410 from the Rich Mountain Community College Fund for regular salaries ($2,395,000), extra help ($30,000), personal services matching ($545,000), and maintenance and general operations.

Appropriates $10,110,742 from cash funds for regular salaries ($2,767,142), extra help ($325,000), personal services matching ($1,400,000), maintenance and general operations, capital improvements ($300,000), and debt service ($350,000).

Takes effect July 1, 2014 with emergency clause designating the appropriation as essential to agency operations.
