Establishes maximum of 998 regular employees for Pulaski Technical College for fiscal year 2014-2015, with salary ranges from $40,412 for part-time faculty to $150,076 for the President.

Authorizes up to 400 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act or this act.

Appropriates $24,605,347 from the Pulaski Technical College Fund for regular salaries under state operations.

Appropriates $398,200,000 from cash funds for personal services and operating expenses, including $18,800,000 for regular salaries, $25,000,000 for personal services matching, $250,040,000 for operating expenses, $75,000,000 for capital improvements, and other operational costs.

Effective July 1, 2014, with all disbursements subject to compliance with state procurement, accounting, budgetary, and fiscal control laws.
