Appropriates $2,375,563 to the University of Arkansas - Arkansas Biosciences Institute for fiscal year 2014-2015, funded from the Tobacco Settlement Fund's Arkansas Biosciences Institute Program Account, covering regular salaries ($480,000), personal services matching ($75,000), operating expenses ($800,000), and capital outlay ($1,020,563).

Appropriates $2,415,432 to the University of Arkansas - Division of Agriculture - Arkansas Biosciences Institute for fiscal year 2014-2015 from the same Tobacco Settlement Fund source, including regular salaries ($1,356,100), personal services matching ($359,332), operating expenses ($380,000), conference and travel ($40,000), professional fees ($100,000), and capital outlay ($180,000).

Prohibits transfer of appropriations under Arkansas Code 19-4-522, but allows transfers between line items within each appropriation only with approval from the Department of Higher Education, Chief Fiscal Officer, and Legislative Council.

Clarifies that no state funds commitment exists for positions paid from Tobacco Settlement funds if those funds become insufficient, and requires disclosure of this limitation to all affected employees.

Declares an emergency effective July 1, 2014, stating appropriations are essential for agency operations and must take effect immediately.
