Establishes a maximum of 49 regular employees for the Arkansas State University - Arkansas Biosciences Institute for fiscal year 2014-2015, including 1 Executive Director at $186,737, 14 Faculty members, and various administrative and research positions.

Authorizes up to 50 temporary or part-time "Extra Help" employees at rates of pay not to exceed those in the Uniform Classification and Compensation Act or this act.

Appropriates $5,643,838 from the Tobacco Settlement Program Fund for the institute's fiscal year ending June 30, 2015, including $2,249,024 for regular salaries, $15,914 for extra help, $580,171 for personal services matching, and $2,798,729 for maintenance, general operations, and capital outlay.

Permits the institution to transfer appropriations between line items within the act only after approval by the Department of Higher Education, Chief Fiscal Officer, and Legislative Council.

Effective July 1, 2014, with special provisions limiting state commitment to continue funding positions if Tobacco Settlement funds become insufficient and requiring disclosure of funding uncertainty to employees.
