Establishes maximum of 1,061 regular employees for Northwest Arkansas Community College for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 360 additional part-time or temporary "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $17,401,277 from the Northwest Arkansas Community College Fund for personal services (state operations).

Appropriates $202,510,000 from cash funds for personal services ($47,500,000), extra help ($2,600,000), personal services matching ($22,300,000), maintenance and operations ($78,100,000), capital improvements ($41,000,000), debt service ($6,535,000), and overtime ($475,000).

Effective July 1, 2014 as an emergency measure to ensure continuous college operations.
