Authorizes a maximum of 66 regular full-time employees for Northwest Technical Institute for fiscal year 2014-2015, with positions ranging from Technical Institute Director to Administrative Specialist II.

Appropriates $4,530,021 from state funds for regular salaries ($2,479,595), extra help ($432,271), personal services matching ($877,508), and maintenance and general operations ($729,147 for operating expenses plus $11,500 for conferences and travel).

Appropriates $391,014 from federal funds and $3,350,379 from cash funds for salaries, extra help, matching contributions, and operating expenses including professional fees ($350,000) and capital outlay ($200,000).

Authorizes up to 107 temporary or part-time employees ("Extra Help") with restrictions: cannot exceed 85% of maximum annual salary for comparable positions and cannot work more than 1,400 hours per fiscal year.

Permits instructional staff to receive additional compensation up to $50 per clock hour for noncredit teaching or $550 per semester hour for courses beyond the defined teaching load, limited to 150 clock hours or 9 semester credit hours per school year, with funding from Private Industry only.
