Establishes a maximum of 173 regular employees for Arkansas State University - Mountain Home for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 70 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $5,204,118 from state operations funds for personal services and operating expenses, including $4,703,618 for regular salaries.

Appropriates $32,870,000 from cash funds for personal services, operating expenses, capital improvements ($15,889,600), and debt service ($2,000,000).
