Establishes 12 maximum regular employees for the Alcoholic Beverage Control Division including 1 director, 2 attorney specialists, and various administrative and support positions.

Authorizes 1 temporary or part-time employee ("Extra Help") to be hired when needed at standard classification and compensation rates.

Appropriates $7,000 from cash funds for operating expenses of the ABC Division.

Appropriates $871,772 from the Miscellaneous Agencies Fund Account for personal services ($587,522 in regular salaries, $3,600 extra help, $187,564 personal services matching) and operating expenses ($88,100 operational expense, $4,986 conferences and travel).

Appropriates $300,000 from the Alcoholic Beverage Control Fund for promotion, education, training, alcohol safety awareness, and enforcement activities, effective July 1, 2014.
