Appropriates $1,545,838 from the Miscellaneous Agencies Fund Account for the Department of Finance and Administration - Division of Racing for fiscal year 2014-2015, covering regular salaries ($669,118), extra help ($310,000), personal services matching ($288,473), overtime ($30,000), and operational expenses ($248,247).

Establishes 14 maximum regular full-time employees for the division, including positions such as dog racing veterinarian, racing commission manager, horse racing supervisor, dog racing supervisors, and veterinarian assistants.

Authorizes 27 temporary or part-time "Extra Help" employees to be hired as needed at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates an additional $135,000 from a cash fund determined by the Chief Fiscal Officer for operating expenses associated with license applications for employees at Oaklawn and Southland Parks.

Authorizes 5-9 temporary dog racing employees and 22 temporary horse racing employees to work over 1,000 hours per year, with specific job titles listed for horse racing positions; all provisions effective July 1, 2014 through June 30, 2015.
