Establishes one (1) full-time position of Opticians' Board Secretary Treasurer (Grade C108) for the Arkansas Board of Dispensing Opticians for fiscal year 2014-2015.

Authorizes up to one (1) part-time or temporary employee ("Extra Help") at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $47,736 total from the Board of Dispensing Opticians' Fund, including $14,667 for regular salaries, $1,200 for extra help, $7,769 for personal services matching, and $23,100 for operating expenses and professional fees.

Requires all fund disbursement to comply with state procurement, accounting, and fiscal control laws, and to align with Agency Requests and Legislative Recommendations from budget manuals.

Declares an emergency clause to make the act effective July 1, 2014, finding that immediate implementation is essential for agency operations.
