Establishes maximum of 259 regular employees for the Department of Information Systems for fiscal year 2014-2015, with salary ranges from $126,531 to $139,793 for executive positions and grade-based compensation for other positions.

Authorizes up to 18 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $98,221,861 from the Department of Information Systems Revolving Fund for personal services and operating expenses, including $15,939,816 for regular salaries and $58,450,929 for telecommunications/technology delivery.

Appropriates $20,000,000 from the Revolving Fund for contingency funding for unanticipated services, unusual application growth, or utility cost increases.

Appropriates $3,500,000 from the Information Technology Reserve Fund for equipment acquisitions and technology improvements, and $10,000,000 from cash funds for broadband services and enhancements.
