Appropriates $1,767,970,830 from the State Highway and Transportation Department Fund for the fiscal year ending June 30, 2015, including $181,820,100 for regular salaries and $58,540,730 for personal services matching.

Establishes maximum employment levels of 4,843 total employees across 505 position classifications with specified salary levels ranging from $29,713 to $170,310 annually.

Appropriates $34,000,000 from the State Aid Road Fund for road construction and improvement, and $27,000,000 from the State Aid Street Fund for municipal street improvements.

Allocates $4,600,000 from the Arkansas Public Transit Trust Fund for federal transportation programs and $3,000,000 from the Commercial Truck Safety and Education Fund for commercial trucking safety initiatives.

Amends Arkansas Code § 5-65-118(g) to clarify ignition interlock device exemptions for employment-related vehicle operation and safety/mechanical repair purposes.
