Appropriates $300,000 from the Arkansas Citizens First Responder Safety Enhancement Fund to the Arkansas Ambulance Association for emergency medical personal services, operating expenses, and other costs for fiscal year 2014-2015.

Appropriates $300,000 from the Arkansas Citizens First Responder Safety Enhancement Fund to the Arkansas Association of Chiefs of Police for local law enforcement personal services, operating expenses, and other costs for fiscal year 2014-2015.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2014, based on the state constitutional prohibition of appropriations exceeding one year and the essential need for immediate agency operation.
