Establishes a maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2014-2015, with positions ranging from Mansion Administrator at $90,969 annually to Housekeeper Supervisor at $37,836 annually.

Authorizes up to 4 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,109,287 from the State Central Services Fund for personal services and operating expenses, including $561,743 for regular salaries, $173,714 for personal services matching, and $301,330 for mansion expenses.

Appropriates an additional $500,000 from a designated cash fund for Grand Hall, Mansion, and grounds expenses for fiscal year 2014-2015.

Permits the Agency to transfer appropriations from regular salary and personal services matching line items to mansion expenses with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council.
