Appropriates $389,136 to the Health Services Permit Agency for State Operations including $234,413 in regular salaries, $71,555 in personal services matching, and $83,168 in operating expenses for fiscal year 2014-2015.

Establishes 11 maximum regular employees for the agency including a Health Permit Services Director at $104,891 and various specialist and administrative positions at grade levels C109-C121.

Appropriates $38,327 for Developmental Disabilities Planning Council - State operations and $1,451,213 for Developmental Disabilities Planning Council - Federal operations, including $690,929 in system change pilot grants.

Authorizes carry-forward of unexpended balances from fees and fines generated under Arkansas Code 20-8-103 to the next fiscal year, subject to written justification and reporting to the Arkansas Legislative Council.

Declares the act effective July 1, 2014 as an emergency measure necessary for the agency's operation and essential governmental programs.
