Establishes maximum of 530 regular employees for the Department of Career Education - Arkansas Rehabilitation Services for fiscal year 2014-2015, with positions ranging from Rehabilitation Services Commissioner at $119,704 to various support staff at lower grade levels.

Authorizes 19 additional part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $59,494,552 total for Operations, including $20,222,652 for regular salaries, $7,470,992 for personal services matching, $8,691,380 for operating expenses, $18,941,993 for contract services, and $1,900,000 for rehabilitation program grants.

Appropriates additional funds for specialized programs: $298,690 for Increasing Capabilities Access Network-Federal, $472,070 for Statewide Disability Telecommunication Equipment Program, $45,000 for People with Disabilities Program, $1,580,000 for Technology Equipment Revolving Loan Program, and $863,400 for Cash Operations.

Authorizes waiver of professional development restrictions to allow college-level coursework for eligible employees and establishes Forgiveness of Student Loan Program for counselors with maximum annual payments of $2,000 per employee, capped at $10,000 total per employee, funded up to $80,000 annually.
