Establishes maximum of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2014-2015, including administrative, academic, and classified positions with specified salary ranges.

Authorizes up to 910 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $25,245,388 from the University of Arkansas at Fort Smith Fund for personal services and operating expenses, including $18,806,200 for regular salaries and $671,433 for extra help.

Appropriates $221,901,642 from cash funds for personal services and operating expenses, including $42,575,000 for regular salaries, $50,000,000 for capital improvements, and $10,773,118 for debt service.

Takes effect July 1, 2014 on an emergency basis to ensure uninterrupted operation of the university.
