Appropriates $9,013,210 to the State Bank Department for fiscal year 2014-2015, payable from the Bank Department Fund for personal services and operating expenses.

Establishes maximum of 72 regular employees with specified positions and salary rates, including 1 State Bank Commissioner at $137,783 and 39 Certified Bank Senior Examiners at Grade C126.

Authorizes up to 1 part-time or temporary employee ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Allocates funding as follows: Regular Salaries $5,500,532; Personal Services Matching $1,560,570; Operating Expense $1,347,108; Conference & Travel $300,000; Professional Fees $170,000; Capital Outlay $130,000.

Takes effect July 1, 2014 with emergency clause, declaring the appropriation essential to agency operations and permitting immediate implementation without delay.
