Establishes a maximum of 3 regular employees for the Professional Bail Bondsman Licensing Board for fiscal year 2014-2015: an Executive Director (Grade C124), an Investigator (Grade C113), and an Administrative Specialist III (Grade C112).

Appropriates $321,276 from the Bail Bondsman Board Fund for personal services and operating expenses, including $136,639 for regular salaries, $43,251 for personal services matching, and $141,386 for maintenance and general operations.

Appropriates $500,000 from State Treasury cash funds to process security deposits and pay outstanding judgments of bail bond companies that cease operations.

Appropriates $3,500,000 from the Bail Bond Recovery Fund for personal services and operating expenses for recovery of forfeited professional bonds.

Requires the Professional Bail Bondsman Licensing Board to retain sufficient fund balance to cover operating expenses for the following fiscal year, with 75% of excess funds transferred to the General Revenue Fund at fiscal year-end; provides this fund transfer requirement in effect from July 1, 2014 through June 30, 2015.
