Establishes 12 maximum regular employee positions for the Office of Health Information Technology for fiscal year 2014-2015, including a Director at $127,644 and various technology and administrative staff positions.

Appropriates $6,046,977 from the Health Information Technology Fund for personal services ($716,641), personal services matching ($215,696), and State Health Information Exchange operations, expenses, grants, and matching funds ($5,114,640).

Appropriates $2,200,000 from the Miscellaneous Agencies Fund Account for State Health Alliance for Records Exchange (SHARE) and Office of Health Information Technology personal services and operating expenses.

Requires disbursement of funds to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws.

Declares an emergency effective July 1, 2014, to ensure continuous agency operations as required by the Arkansas Constitution's one-year appropriation limitation.
