Establishes 1 regular employee position (Staff Development Specialist, Grade C114) for the Community Grants program and authorizes 1 temporary/part-time "Extra Help" employee for Community-Based Provider Grants.

Appropriates $365,175 from the Children's Trust Fund for child abuse prevention operations, including $42,870 in regular salaries and $291,404 in grants and aid.

Appropriates $286,904 from federal funds for community grants and $1,786,020 from federal funds for community-based provider grants supporting the Pregnant/Parenting Teens Program.

Appropriates $803,408 from state cash funds for the Healthy Families America Home Visiting Program with an effective date of July 1, 2014.
