Establishes a maximum of 3 regular employees for the Arkansas Manufactured Home Commission for fiscal year 2014-2015, including one director, one supervisor, and one specialist position.

Appropriates $282,004 from the Manufactured Home Standards Fund for personal services and operating expenses, including $156,339 for regular salaries, $49,077 for personal services matching, and $79,588 for maintenance, operations, conferences, travel, and professional fees.

Appropriates $225,000 from the Manufactured Housing Recovery Fund for investments and claims, including $40,000 for maintenance and operations, $50,000 for refunds and reimbursements, and $135,000 for claims.

Requires all disbursements to comply with state procurement law, accounting and budgetary procedures law, revenue stabilization law, and salary procedures regulations.

Declares an emergency effective July 1, 2014 to ensure continuous operation of the agency, noting the state constitution prohibits appropriations for more than one year.
