Establishes one regular full-time position of Veterinary Board Executive Secretary at Grade C120 salary level for the 2014-2015 fiscal year.

Authorizes up to three (3) part-time or temporary employees ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $119,503 total funding from the Veterinary Examiners Board Fund, including $61,282 for regular salaries, $9,775 for extra help, $18,897 for personal services matching, $14,848 for operating expenses, $281 for conferences and travel, $2,849 for professional fees, and $11,571 for rent and member reimbursement.

Requires all disbursement to comply with state procurement laws, accounting procedures, revenue stabilization law, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2014, to ensure continuous operation of the Veterinary Medical Examining Board without interruption.
