Appropriates $290,892 to the Arkansas Board of Examiners in Counseling for fiscal year 2014-2015, payable from cash funds in the State Treasury as determined by the Chief Fiscal Officer.

Establishes maximum of 3 regular employees: Executive Director of Counseling Board (Grade N901), Administrative Specialist II (Grade C109), and Administrative Specialist I (Grade C106).

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Requires the agency to request legal services from the Arkansas Attorney General before employing private attorneys; Attorney General may certify in writing if insufficient personnel are available.

Effective July 1, 2014 as an emergency measure to ensure uninterrupted operation of the agency and provision of essential governmental programs.
