Establishes a maximum of 27 regular employees for the Arkansas Spinal Cord Commission for fiscal year 2014-2015, including 1 Executive Director at $79,118 annually and positions ranging from certified vocational rehab counselors to administrative specialists.

Appropriates $2,630,177 from the Miscellaneous Agencies Fund for state operations, including $1,040,578 for regular salaries, $261,610 for long-term attendant care, and $614,053 for the spinal treatment program.

Appropriates $34,500 in federal funds and $35,000 in cash funds for operating expenses including maintenance, general operations, conference and travel costs, and professional fees.

Appropriates $502,762 from cash funds for the Trauma Advisory Council's operations, including $113,446 in regular salaries and $218,337 in rehabilitation hospital assistance grants.

Permits the transfer of any state appropriation savings to the Spinal Treatment Program with approval from the Department of Finance and Administration; effective July 1, 2014 through June 30, 2015.
