Appropriates $9,955,569 for the Arkansas Public Service Commission - Utilities Division for fiscal year 2014-2015, including $5,629,091 for regular salaries and 90 maximum employees

Appropriates $1,742,268 for the PSC - Tax Division for fiscal year 2014-2015, including $744,014 for regular salaries and 15 maximum employees

Appropriates $881,316 for the PSC - Pipeline Safety Program for fiscal year 2014-2015, including $552,904 for regular salaries and 10 maximum employees

Establishes a $1,000,000 contingency appropriation for the Utilities Division, requiring prior approval from the Governor and Legislative Council or Joint Budget Committee before any transfers

Authorizes extra help employees (6 for Utilities Division, 5 for Tax Division) at rates not to exceed those provided in the Uniform Classification and Compensation Act, effective July 1, 2014 through June 30, 2015
