Establishes maximum of 712 regular employees for Henderson State University for fiscal year 2014-2015, including administrative, academic, classified, and auxiliary enterprise positions with specified salary ranges.

Authorizes up to 950 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $21,662,091 from Henderson State University Fund for state operations including $16,268,853 for regular salaries, $2,750,000 for personal services matching, and $2,500,000 for maintenance and capital outlay.

Appropriates $120,450,000 from cash funds for regular salaries ($19,000,000), extra help ($3,200,000), capital improvements ($40,000,000), debt service ($9,000,000), and other operational expenses.

Permits Board of Trustees to provide special allowances up to $10,000 per fiscal year to coaches teaching multiple sports and establishes cooperative agreement framework between Henderson State University and College of The Ouachitas regarding technical program offerings in Clark County.
