Establishes maximum of 489 regular employees for Southern Arkansas University for fiscal year 2014-2015, with salary ranges from $71,144 (Director of Disability Services) to $196,974 (President).

Authorizes 1,900 temporary or part-time employees ("Extra Help") payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $17,390,499 in state operations funding, including $14,700,000 for regular salaries, $30,000 for extra help, and $2,005,340 for personal services matching.

Appropriates $100,000 for SAU System operations and $54,000,000 from cash funds covering operating expenses, capital improvements, and debt service.

Authorizes Board of Trustees to reimburse faculty tuition for advanced degrees meeting critical instructional needs and allows special allowances up to $10,000 per fiscal year for coaches teaching multiple sports.
