Establishes a maximum of 1,397 regular employees for Arkansas Tech University for fiscal year 2014-2015, including administrative, classified, and academic positions across the main campus and Ozark Campus.

Appropriates $40,559,851 from state operations funds for regular salaries ($27,845,740), extra help ($2,627,249), personal services matching ($5,559,858), maintenance and general operations ($4,178,123), and funded depreciation ($348,881).

Appropriates $112,037,398 from cash funds for salaries, extra help, personal services matching, maintenance and operations, capital improvements ($16,082,440), debt service ($7,669,690), and other operational expenses.

Authorizes up to 1,215 temporary or part-time employees ("Extra Help") to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Includes special provisions allowing the university to operate food service with university employees if the current contract is cancelled (with required approvals), permits special allowances up to $10,000 per fiscal year for coaches teaching multiple sports, and directs the Arkansas Tech Institute to report annually to the Legislative Council on funding and programs.
