Establishes maximum of 170 regular employees for Arkansas School for the Deaf for fiscal year 2014-2015, with the Deaf School Superintendent earning $97,088 annually and other positions assigned salary grades C103-C127.

Authorizes 55 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $11,260,632 from the School for the Deaf Fund Account for state operations, including $6,027,943 for regular salaries, $2,280,474 for personal services matching, and funds for maintenance, operations, and special programs.

Appropriates $958,655 from federal funds and $442,136 from cash funds for federal and cash operations including salaries, operating expenses, and capital outlay.

Effective July 1, 2014, the act includes special provisions for summer school compensation, shift differential pay, teacher salary equity with Central Arkansas public schools, shared services with Arkansas School for the Blind, and transfer of appropriations for interpreter services and summer projects.
